Cost of living is where Hijrah fantasies go to be measured — or to hide. Families paste Numbeo screenshots into group chats as if a crowd-sourced average were a lease and a school invoice. It is not.

This article gives planning bands for a Muslim family looking at Cairo, Kuala Lumpur, Muscat, Doha, Rabat, Madinah (with Riyadh in view), and Dar es Salaam in 2026. Ranges only. Not fake precision. Housing and international/Islamic school fees dominate; groceries do not. We will not invent Tanzania school-fee tables or freeze currency figures that will rot. Confirm locally. How to read ranges without lying to yourself

Use three rules:

  1. Price the life you will actually live. Compound + international school is not “city average rent + street food.”

  2. School fees swing harder than groceries. Where you use private international or private Islamic schools, the fee band can exceed rent. We do not hold waitlists. We do not claim placement relationships.

  3. Earn currency vs spend currency. Hard-currency income in a soft-currency market feels different from a local salary stretched across an expat school. Inflation and FX belong in the plan.

Numbeo and similar sites are noisy inputs, not quotes. Useful for noticing that Doha is not Cairo. Useless as a marital budget. Laws, fees, and school price lists change.

Expensive end: Doha and the Saudi cities

Doha. Professional packages look large until housing reality and school invoices land. International-school money is the default assumption for many Western families. Compounds and malls invite lifestyle inflation. Treat “the package” as a set of line items, not a vibe. Family sponsorship rules at MOI / Metrash affect whether the family can even be there — cost is irrelevant if the dependant file fails. Do not freeze a salary threshold here; confirm on official channels.

Riyadh. Gulf-expensive. Employer Iqama lives often include housing benefits — verify what your offer actually covers. School fees are a major line. Traffic and heat are time costs.

Madinah. Not “cheap Saudi.” Haramain-adjacent housing and the school you will actually use can be costly. Thinner professional job market than Riyadh means income and city choice can diverge — see the Madinah vs Riyadh piece in this series. Premium Residency or portable income changes the math; a visit visa does not.

Band (family of 4, order-of-magnitude): high relative to the seven. If international school is in the plan, assume school can rival or exceed housing. Exact SAR/QAR totals do not belong here as fake precision.

Mid band relative to the Gulf: Kuala Lumpur, Muscat, Rabat, Dar es Salaam

Kuala Lumpur / Selangor. Often below Doha/Riyadh for comparable comfort, above Cairo once you add the international/Islamic school many Western families want. English helps year one. Visa type (Employment Pass vs MM2H vs tourist mistake) changes whether you should be pricing a life at all — see the Malaysia article. Condo near good schools ≠ headline city average.

Muscat. Below Doha for many comparable lifestyles; not Cairo-cheap. “0% personal income tax” on ordinary employment income (as commonly understood in 2026) is not a cost-of-living claim. School fees swing. Quieter market can mean fewer free employer perks than larger Gulf hubs — read the offer.

Rabat (Morocco). Often manageable on foreign income relative to the Gulf; French paperwork time is a cost; international-school fees still matter. Casablanca housing can differ. Marrakech tourism pricing is not a family budget. Carte de séjour friction is not on Numbeo.

Dar es Salaam. Frequently lower housing than the Gulf for similar space — until you import an international-school lifestyle without hard currency. We will not invent school-fee tables. Zanzibar is a different price and life texture. FX and patience belong in the model.

Band: mid relative to Doha/Riyadh; wide internal spread based on school choice. Confirm locally.

Lower housing end (with a school trap): Cairo

Cairo / New Cairo. Housing can look dramatically affordable on hard currency — and international or private Islamic school fees can erase the headline story. Compounds are not village budgets. Inflation and currency moves change monthly feel even when the remote invoice is stable. Air, traffic, and bureaucracy are real costs.

Band: lower housing potential; school-dependent total. Fake-precision EGP monthly totals will rot; use ranges you verify.

What to put in a one-page family model

Before a consult, write one page:

  • Housing type and area near the school you would use (rent or equivalent).

  • School fees for each child for one year (ask the school; do not invent).

  • Health cover.

  • Flights and visiting family.

  • Bureaucracy / visa buffer.

  • Lifestyle line you will not actually cut (the one everyone lies about).

  • Income after tax-home reality (U.S. / UK rules — professional advice, not us).

Imagine a family of four with hard-currency remote income, two school-age children, and a preference for English-medium schooling with real Islamic studies.

  • In Doha, the limiting factor is usually the package and MOI family rules — not grocery prices. School + housing can absorb most of the headline salary story.

  • In Cairo, housing may look light on paper; the international-school invoice can still dominate. Bureaucracy time is an unpaid second job.

  • In Kuala Lumpur, the mid-band total often hinges on which school tier you pick and whether the visa is EP/MM2H rather than tourist hop.
